Interim post helps councils roll out shared services
The creation of an interim management position helped the London councils of Sutton and Merton make efficiency gains by introducing a system of shared HR services.
Speaking at the recent Public Sector People Managers' Association (PPMA) conference, chief executive of the London Borough of Sutton Paul Martin explained how the change management process was implemented.
The two boroughs are expected to save at least £500,000 in 2010-11 through their shared HR function, publictechnology.net reports.
According to the website, one of the first developments was the creation of a joint head of HR in 2007.
This started life as an interim position and became permanent 12 months later, by which time the development of a shared HR team was well underway.
Mr Martin said communication was an important part of change management in this case, as a full staff consultation took place and employees were encouraged to understand the reasons behind the change.
Other speakers at the PPMA conference included Richard Gerver, former lead adviser to Tony Blair's government on education, who discussed creativity and innovation in learning.
