Cardiff Council to achieve savings through procurement

Major revisions of procurement practices are set to deliver a wide array of business benefits for Cardiff Council.

The Welsh authority is recruiting new purchasing staff after council chief executive Jon House set an £18.5 million savings target for 2015, which will be achieved through improvements to its supply chain commissioning arrangements.

Steve Robinson, head of commissioning and procurement for the organisation, told Supply Management that a key part of this will involve enhancing understanding of commissioning functions within the council.

This will avoid different departments from paying twice for the same or similar services, while the appointment of expert staff will also help to promote innovation.

"It's not just about centralising activities but changing the way we work to be more strategic," Mr Robinson explained.

This follows recent efforts from the central government to accelerate procurement processes, with the Cabinet Office setting a new 120-deadline on purchasing processes in November 2011.
