Public sector change management 'presents unique challenges'

Change management in the public sector can provide a unique set of challenges for those in charge of leading such initiatives, according to a business expert.

Dr Linda Duxbury, a professor of change management at Carleton University in Ottawa, told CFB Esquimalt Lookout that public sector change management staff need to be able to cope with external as well as internal pressure.

Unlike in the private sector, where scrutiny on operational success comes only from within the business itself, governmental workers are also accountable to the public and are therefore in a "fishbowl" environment.

This increased focus on external relations can often lead to less resources being available for internal communications, said Dr Duxbury.

She added that change managers must also cope with the challenge of being "simultaneously change recipients and change implementers, since they are responsible for absorbing change and passing it on".

Last week, a report from Forrester Research suggested that change management skills will need to be refreshed among many organisations as 2012 begins.
