London council to achieve savings via consolidated outsourced planning

The London Borough of Hillingdon is to benefit from efficiency and cost benefits after agreeing a deal to consolidate its outsourced planning functions.

A ten-year contract arrangement has been finalised with Terra Quest encompassing validation and determination services on minor applications - functions that were previously split between three different organisations.

Under the terms of this arrangement, the council will pay only for the service it requires and will retain the final decision over planning, reports Regeneration & Renewal.

James Rodger, head of planning at Hillingdon Council, noted that the authority has chosen to retain functions for major applications to ensure it can still benefit from the expertise of its in-house staff.

"We decided that we did not want to risk losing the wealth of knowledge about the local area built up by our officers over a large number of years," he explained.

Earlier this week, the National Outsourcing Association predicted that government departments will be investigating the benefits of outsourcing IT applications to offshore sites more frequently in future.
