Interim manager taxation plans scrapped

10 December 2012

The government has abandoned plans to start taxing interim managers as if they were on a payroll, even though they work for a third-party agency.

Chief executive of the Recruitment & Employment Confederation Kevin Green welcomed the u-turn, claiming that restricting companies' access to skilled and experienced freelancers and interims would have been unfair and counter-productive.

According to the Chartered Institute of Personnel & Development, flexibility will be a key component of the UK's recovery from economic recession in the coming years.

Therefore, it is all the more important that companies are not penalised for recruiting temporary staff from external organsiations.

"The government was completely overstepping by attempting to get involved in restricting businesses’ flexible use of experienced managers in this way," Mr Green remarked.

He said it is encouraging to see HM Revenue & Customs adopt an increasingly proactive approach to catching tax cheats, but he insisted the tax authority needs to focus on the "abuse" of travel and subsistence schemes.
