Business department makes senior interim appointment

A former Treasury official has been made the most senior civil servant in the Department for Business, Innovation and Skills on an interim basis.

According to the Financial Times, Philip Rutnam was promoted to ease tensions between the Treasury and business secretary Vince Cable's department over the Comprehensive Spending Review.

Formerly the director general for business, he has been appointed interim permanent secretary following the departure of Simon Fraser to the Foreign Office.

The newspaper reported that officials believe Mr Rutnam will prove to be an "effective negotiator" between Mr Cable and chancellor George Osborne, who have so far failed to reach agreement over their spending plans for the next year.

A department spokesperson said: "This is a very useful appointment at a critical time for us. Philip is the right person, with the right calibre, background and experience."

Mr Rutnam previously worked for Morgan Stanley in Hong Kong and was a board member at Ofcom before joining the business department in 2009.
